  11. SUBJECT: MGT - Radio Officer or RACES Radio Officer, which?
  12.     One will see both titles in our discussions on communications
  13. volunteers in government service. While it may be of little
  14. significance in your government, here is how we define them to
  15. those who may just be starting up a communications program.
  16.     A RACES Radio Officer is basically as described in the FCC
  17. Rules and Regulations: that person who directs a local
  18. government's Radio Amateur Civil Emergency Service program and is
  19. responsible to its civil defense director.
  20.     We utilize the title of Radio Officer, without the word
  21. RACES, to mean one who coordinates the RACES and more. Such a
  22. Radio Officer is concerned with all of the two-way radio systems
  23. in a local government, whereas the scope of a RACES Radio Officer
  24. is confined to the RACES. Thus the Radio Officer works not only
  25. with Amateur Radio but one or more of the following: Civil Air
  26. Patrol, Local Government, Fire, Police, Special Emergency, EMS,
  27. MARS, Citizens Band, other FCC radio services and those of the
  28. Federal government.
  29.     Some governments have only one or two RACES Radio Officers who,
  30. in turn, call upon ARES resources for support as needed.  This is
  31. not necessarily a Radio Amateur Civil Emergency Service, however.
  32.     We urge that you encourage your RACES Radio Officer to become
  33. familiar with the capabilities and shortcomings of all your local
  34. government's telecommunications so that you may be better served
  35. by your volunteers. There is no time to train and explain when
  36. called out in an emergency.
